School Resource Officer

In 2003, the Holmdel Police Department signed a partnership agreement with Saint John Vianney High School, thereby beginning Holmdel’s School Resource Officer Program. This program is bound by the guidelines established by the National Association of School Resource Officers (NASRO).

Corporal David Tuschmann was chosen to fill the position. Additionally, Sergeant Eric Hoffman, was installed as the SRO for Holmdel High School the following year.

In 2006, Patrolman David D'Arcy was assigned to take Sergeant Hoffman's place at Holmdel High School when Hoffman was assigned to other duties at Police Headquarters.  In 2007 Patrolman D'Arcy was replaced by Corporal William Cusick who is now the SRO at Holmdel High School.

The main function of a SRO is to provide an additional and valuable “resource” to the students, parents, faculty, and staff of the school to which he is assigned. The officer is assigned to the high school in a teaching and counseling capacity. He is an active member of the school faculty, employing the three components of the school resource officer “triad” concept: Teacher, Counselor, Law Enforcement Professional.

Some additional duties of the SRO are:

 

  • Acts as a liaison between the Police Department and the school.
  • Provides security and surveillance of the areas assigned.
  • Takes necessary action as to trespassers, suspicious persons and conditions.
  • Conducts investigations of criminal or delinquent activity or reports these incidents according to established Police Department policy and procedures and guidelines established by NASRO.
  • Enforces traffic and parking laws and regulations on school property.
  • Recommends measures to protect school and personal property from damage and theft.
  • Assists school personnel in dealing with emergency.
  • Assists principal on matters dealing with the enforcement of child custody orders or domestic violence restraining orders.
