About the Department
The Department of Community Development is the primary agency that coordinates all planning, zoning, construction, engineering, fire prevention, code enforcement, housing, floodplain, and land use regulations and responsibilities. Its primary mission is to develop, and manage a sustainable community for the residents of Holmdel and all its neighbors through careful planning and management, and the enforcement of local policies, and state and federal regulations.
The Department of Community Development co-ordinates the various activities of its agencies and boards to facilitate the filing and processing of applications and to manage the efficient flow of information.
The Department of Community Development manages the administration of the following agencies and boards:
Community Development is responsible for the registration of all Landlords within the Township. Ordinance 20-6 of the Housing Regulations require that every landlord of any dwelling or dwelling unit constituting rental housing shall file with the Department of Community Development a written registration statement.
Landlords must register by completing an Online Landlord Registration. There is no cost to the Registration.

Insurance Registration for Business Owners & Owners of Multi-Family Rental Units
Effective August 5, 2022, the State of New Jersey adopted S-1368, which requires that all business owners and owners of multifamily rental units annually register a certificate of insurance with the municipality where the business or rental unit is located. Click Here to Register and provide your Insurance Certificate.
The ANNUAL Registration Fee is $50 for each property or Business (Ordinance 2022-27). Payment must be made within thirty (30) days of receiving your invoice. Please complete this form and upload a copy of your certificate of insurance to comply with this law.
FAILURE TO FILE THE REQUIRED CERTIFICATE OF INSURANCE WITH THE TOWNSHIP OF HOLMDEL AND/OR PAY THE REQUIRED FEE IS SUBJECT TO A FINE OF NOT LESS THAN $500.
Prior to the formal submission of any development application to the Planning or Zoning Board, a technical review can be conducted with a developer, township officials and the Board’s planning and engineering professionals. The TRC is non-binding but can help streamline the application process with the township.
